Four of the Trustees are selected by the Township of Haverford Commissioners and three are appointed by the Haverford Township Free Library Association. Board members are elected for a term of three years.

A township resident that is 18 years old or older and has a library card may decide to become a member of the Association. Association members meet yearly on the 3rd Wednesday of May at 7:00 PM to hear the annual reports, determine changes to the library’s constitution or by-laws, if any, appoint members to the Board of Trustees when their terms are up, and also designate officers. It is also a time for Association members to meet and greet each other, ask questions, and make comments, etc.

The Haverford Township Free Library is one of 28 libraries that is in the Delaware County Library System (DCLS). DCLS is a liberally federated system; each of the libraries has its own Board and keeps its own budget. HTFL is an important and effective leader within the library community. As members of DCLS, the 28 libraries are able to administer resources and services that might otherwise be beyond their individual budgets.

All Libraries in Pennsylvania occur under the sponsorship of the Pennsylvania Department of Education and therefore must follow the regulations and the laws of the Library Code which was developed by that department in partnership with the Office of Commonwealth Libraries.
